HR Manager
The HR Manager is responsible for the daily operations of specific HR functions, such as recruitment, employee relations, performance management, or compensation. The HR Manager supervises HR staff, ensures compliance with HR policies, and provides advice to employees and managers on HR-related issues. This position plays an essential role in implementing HR programs and services that align with the strategic goals of the State of Arkansas.

Special Job Requirements:
Typical Functions:
Manage the full range of HR services, including recruitment, onboarding, training, and benefits administration. Supervise HR staff, ensuring high-quality service delivery and compliance with HR policies. Provide guidance and recommendations on employee relations issues, including conflict resolution and performance management. Ensure compliance with all applicable state and federal HR regulations, such as EEO, FMLA, and workers’ compensation. Implement HR initiatives to improve employee engagement, retention, and organizational culture. Develop and oversee the execution of HR programs and initiatives that support the agency’s strategic goals.
Knowledge, Abilities, and Skills:
Knowledge of HR policies, practices, and employment laws. Familiarity with employee relations issues, performance management, and recruitment strategies. Strong leadership and management skills. Excellent communication and conflict-resolution skills. Ability to manage HR projects and initiatives. Ability to supervise and motivate HR staff. Ability to address and resolve complex employee relations issues. Ability to work collaboratively and implement HR initiatives effectively.
Minimum Qualifications:
A high school diploma or equivalent; a bachelor’s degree in human resources or a related field is preferred. Three years of professional experience in human resources, with at least one year in a supervisory role.
