HR Administrator II

The HR Administrator II is a senior leadership position within the Arkansas Department of Human Resources, responsible for overseeing complex human resources programs and managing multiple HR functions. This position plays a pivotal role in strategic HR management, policy development, and ensuring the alignment of HR services with the state's goals. The HR Administrator II provides leadership, guidance, and supervision to HR teams and serves as a consultant for executive management on a variety of human resources-related matters.

Special Job Requirements:

Typical Functions:

Lead and manage the development and implementation of comprehensive HR policies and strategies. Oversee the administration of HR functions such as recruitment, compensation, employee relations, performance management, and training. Provide high-level analysis and recommendations to executive leadership regarding HR policies, staffing needs, and organizational development. Supervise HR Managers, HR Specialists, and support staff to ensure the efficient and effective delivery of HR services. Ensure compliance with all applicable federal and state laws, rules, and regulations governing HR practices. Act as a liaison between state agencies and the Department of Human Resources, ensuring that HR initiatives meet organizational and legal requirements. Oversee data-driven HR decision-making by utilizing advanced HR metrics and reports. Provide executive-level HR consultation and advice on complex issues such as employee relations, labor disputes, and organizational change.

Knowledge, Abilities, and Skills:

In-depth understanding of human resources management, including employee relations, compensation, benefits, performance management, and organizational development. Knowledge of federal and state HR regulations, policies, and best practices. Advanced leadership, strategic planning, and decision-making skills. Strong communication, problem-solving, and negotiation skills. Expertise in HR analytics and metrics. Ability to think critically and provide solutions to complex HR issues. Ability to manage multiple priorities and lead teams effectively. Ability to interact with high-level management and employees to foster positive workplace culture.

Minimum Qualifications:

A high school diploma or equivalent; a bachelor’s degree in human resources or a related field is preferred. Five years of professional experience in human resources, with at least three years in a supervisory role.
