Higher Education Program Manager
The Higher Education Program Manager is responsible for planning, coordinating, and managing programs within the Arkansas Department of Education (ADE), Division of Higher Education (DHE) for institutions of higher education. This role involves developing and implementing program strategies, managing subordinate personnel, and ensuring compliance with accreditation standards. The manager will collaborate with a variety of assorted personnel in an attempt to achieve program goals and enhance the quality of higher education.

Special Job Requirements:
Typical Functions:
Develop and implement strategic plans for academic programs, ensuring alignment with institutional goals. Oversee the daily operations of academic programs, including curriculum development and course scheduling. Ensure compliance with accreditation standards, institutional policies, and state and federal regulations. Monitor and evaluate program quality and effectiveness, making recommendations for improvements. Manage program budgets, allocate resources, and ensure efficient use of funds. Recruit, hire, train, and supervise a variety of assorted personnel, providing support and professional development opportunities. Maintain accurate records and documentation related to program activities and student progress. Cultivate learning environment that supports student success and engagement. Communicate regularly with students, faculty, and a variety of assorted personnel in an attempt to provide updates and address concerns. Collaborate with academic leaders, faculty, and other external partners to support program goals and initiatives. Conduct research and analysis to identify trends, best practices, and areas for improvement in higher education programs. Advocate for policies and initiatives that support the growth and development of academic programs.
Knowledge, Abilities, and Skills:
Strong analytical and problem-solving abilities. Excellent written and verbal communication skills. Ability to manage multiple tasks and priorities effectively. Proficiency in using educational technology, research tools, and software.
Minimum Qualifications:
Bachelor’s degree in Education, Educational Leadership, Business Administration, or a related field. Minimum of 12 years of experience in higher education, including at least 2 years in a supervisory or managerial role. Comprehensive knowledge of higher education principles, practices, and program development. Proven experience in strategic planning, budgeting, and resource management. Strong leadership, organizational, and communication skills. Ability to collaborate effectively with a variety of assorted personnel, including faculty, students, administrators, and other external partners. Experience in conducting research, data analysis, and program evaluation. Familiarity with accreditation standards and higher education regulations. Commitment to ongoing professional development and staying current with best practices in higher education.
