The Health Program Administrator is a senior executive-level leader within the Arkansas Department of Health, responsible for overseeing the strategic direction, operational performance, and administrative management of multiple high-impact public health programs or an entire division. This classification ensures public health efforts are coordinated, sustainable, and aligned with state and federal objectives.

Typical Functions:

Direct, oversee, and evaluate multiple health programs or a public health division encompassing a broad range of services, staff, and funding streams. Develop long-term strategic plans and public health policy recommendations to guide program growth, efficiency, and effectiveness. Lead senior staff and subordinate managers, including Health Program Managers, Coordinators, and technical teams in carrying out statewide or high-priority initiatives. Manage and monitor large, complex program budgets, ensuring compliance with fiscal rules and effective allocation of federal and state resources. Ensure programs operate in accordance with state and federal laws, accreditation standards, and evidence-based public health practices. Guide the development and implementation of performance metrics, quality improvement strategies, and equity-focused approaches. Review and approve grant proposals, budget requests, contract agreements, and legislative reports prepared by subordinate units.

Knowledge, Abilities, and Skills:

Expertise in budget planning, grant management, and intergovernmental program coordination. Skilled in navigating political, legal, and regulatory landscapes related to health service delivery and public health administration. Advanced ability to interpret health data, apply research findings, and make informed decisions on program design and delivery. Strong strategic planning skills, with a track record of achieving health outcomes through systems-level innovation.

Minimum Qualifications:

A bachelor’s degree in public health, health science, social work, education, public administration, or a closely related field, plus seven (7) years of experience in public health, program coordination, or health education, plus four (4) years of supervisory experience.
