Health Center Manager
The Health Center Manager is a senior leadership classification within the Arkansas Department of Health, responsible for overseeing the strategic and operational management of a state-level health center comprising multiple branches and statewide programs. This role guides the implementation of public health services and policy initiatives, supervises multiple Health Branch Managers, and ensures program alignment with statewide public health priorities.

Typical Functions:
Direct the operations of a public health center composed of multiple branches, programs, and services serving diverse populations across Arkansas. Supervise and support Health Branch Managers and other senior program leads in meeting strategic objectives, compliance standards, and service benchmarks. Lead the development and execution of statewide public health initiatives in alignment with ADH’s strategic plan and public health improvement goals. Ensure operational integration, quality assurance, and continuous improvement across all programmatic areas within the center. Monitor program performance through data-driven analysis and recommend operational, policy, or funding changes as needed. Oversee development and administration of center-level budgets, grants, and financial resources; ensure responsible fiscal management. Facilitate coordination between the health center and ADH executive leadership, public health districts, local health units, and external partners. Provide technical guidance and subject matter expertise to internal teams, government agencies, and public health partners. Act as Incident Command or senior leadership support during statewide emergency response operations or health crises.
Knowledge, Abilities, and Skills:
Demonstrated ability to lead large, complex public health systems with multiple layers of responsibility and accountability. Skilled in long-range planning, goal setting, and aligning resources with strategic priorities. Strong working knowledge of core public health principles, regulations, epidemiology, health equity, and population health. Excellent communication and presentation skills; able to translate technical content into accessible information for stakeholders, the public, and policymakers.
Minimum Qualifications:
Bachelor’s degree in public health, health administration, environmental health, nursing, social work, life sciences, or a related field, plus five (5) years of experience in a public health, administrative, or program coordination setting.
