Finance Supervisor/Expert

The Finance Supervisor/Expert is a senior-level position within the State of Arkansas government responsible for overseeing, guiding, and managing financial analysis, budgeting, and reporting activities across multiple state departments or agencies. Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Supervise, train, and mentor a team of finance analysts and junior staff, providing guidance on complex financial analysis, budgeting, and reporting tasks. Delegate tasks effectively, monitor performance, and provide regular feedback to ensure that the team meets departmental goals and deadlines. Foster a positive, collaborative work environment while ensuring high standards of performance and accountability within the finance team. Evaluate team performance and assist in professional development and training opportunities to enhance team capabilities and knowledge. Oversee the preparation and review of complex financial reports, including budgets, forecasts, and variance analysis, ensuring compliance with Arkansas state financial regulations. Lead the analysis of financial data to identify trends, areas for improvement, and potential financial risks, providing actionable insights to senior management and stakeholders. Ensure that all financial reports are accurate, timely, and in alignment with state policies and procedures. Prepare executive-level financial presentations and reports for use in decision-making by state leadership, stakeholders, and external agencies. Lead the preparation, review, and approval of state budgets, ensuring they are accurate, comprehensive, and aligned with organizational priorities and fiscal constraints. Collaborate with department heads and senior management to develop financial strategies and long-term fiscal plans that support state goals and objectives. Monitor ongoing budgets and expenditures, identifying discrepancies and implementing corrective actions as needed. Oversee preparation and coordination of audits, both internal and external, ensuring that the state meets all audit requirements and deadlines.

Knowledge, Abilities, and Skills:

Expertise in financial analysis, reporting, and data interpretation, with a demonstrated ability to make data-driven decisions. Ability to develop long-term financial plans and strategies that align with the state’s fiscal goals and priorities. Accuracy in preparing and reviewing financial reports, budgets, and compliance documentation. Strong aptitude for identifying issues, evaluating alternatives, and implementing effective solutions in financial management and strategy. Exceptional written and verbal communication skills for interacting with senior government officials, team members, external agencies, and stakeholders. High-level decision-making ability with sound judgment based on a comprehensive understanding of financial principles, state regulations, and government needs.

Minimum Qualifications:

A Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field is required, plus four (4) years of professional experience in financial analysis, budgeting, or accounting. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
