Fair Housing Director

The Fair Housing Director is responsible for administering and enforcing the Fair Housing Act and related state and federal civil rights laws to ensure equal access to housing across Arkansas. This executive role provides leadership in program development, compliance, investigation of complaints, outreach education, and coordination with stakeholders. The position ensures Arkansas's housing systems are free from discrimination and aligns agency efforts with the U.S. Department of Housing and Urban Development (HUD) mandates.

Typical Functions:

Lead the development and implementation of statewide Fair Housing strategies in alignment with federal HUD guidelines and state civil rights laws. Manage the investigation and resolution of housing discrimination complaints, ensuring due process and equitable outcomes. Supervise program staff, including compliance officers, investigators, outreach coordinators, and administrative personnel. Oversee the preparation and submission of required reports to HUD and other governing bodies. Develop educational outreach campaigns to raise public awareness of Fair Housing rights and responsibilities. Coordinate with federal, state, and local agencies, community organizations, housing providers, and legal advocates. Monitor program metrics and outcomes; recommend policy updates or legislative changes as needed. Manage the division’s operating budget, grant funding, and financial compliance with HUD and state requirements. Represent the agency in public forums, legislative hearings, and media interactions on issues of housing equity and civil rights. Provide legal or technical guidance on complex housing law interpretations, complaint adjudications, and settlement negotiations (if licensed as an attorney).

Knowledge, Abilities, and Skills:

Knowledge of Fair Housing laws, regulatory processes, legal principles, and enforcement procedures applicable to housing determination cases. Knowledge of public administration, budget oversight, and public policy advocacy. Ability to develop partnerships, analyze complex legal data, and interpret laws and regulations. Ability to communicate effectively with diverse communities and make sound decisions under pressure. Skilled in time management, organization, and problem solving. Skilled in public speaking, conflict resolution, legal writing, and investigative techniques.

Minimum Qualifications:

At least five years of experience in civil rights law, fair housing enforcement, regulatory compliance, public administration, or a related field, including two years in a leadership capacity.

Required Certificates:

Must be a licensed Attorney in the State of Arkansas. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
