Energy & Environment Deputy Director

The Energy & Environment Deputy Director is responsible for assisting the Director in overseeing the state's energy policy, sustainability programs, environmental regulatory compliance, and natural resource management efforts. The Deputy Director provides leadership, technical expertise, and strategic direction to state energy and environmental initiatives, ensuring compliance with federal and state laws, advancing sustainability goals, and promoting clean energy solutions for the citizens of Arkansas. This role will require close collaboration with governmental agencies, private stakeholders, environmental organizations, and the public to address current energy and environmental challenges.

Typical Functions:

Assist in the development and implementation of energy and environmental policies, regulations, and initiatives aligned with Arkansas’ long-term sustainability goals. Lead efforts in formulating strategic plans for energy efficiency, renewable energy projects, and environmental conservation. Monitor and enforce compliance with environmental regulations, state laws, and energy policies to promote environmental health and sustainability. Ensure energy-related programs adhere to federal and state regulations, such as those outlined by the Arkansas Public Service Commission (APSC), the Environmental Protection Agency (EPA), and other relevant bodies. Manage the budget for energy and environmental programs within the state, ensuring efficient use of resources. Supervise a team of professionals in energy and environmental disciplines, providing guidance and mentorship to enhance team effectiveness. Foster a collaborative and inclusive environment, promoting continuous learning and professional development among staff. Represent the Department in meetings, conferences, and public forums related to energy and environmental issues. Engage with external stakeholders, including governmental agencies, environmental advocacy groups, industry leaders, and the general public, to gather input and foster partnerships. Communicate energy and environmental initiatives, policy changes, and regulatory updates clearly to the public, government officials, and other stakeholders. Address urgent environmental concerns such as hazardous spills, natural disasters, and regulatory violations. Coordinate with agencies like the Arkansas Energy Office, Department of Health, and Department of Agriculture on joint projects.

Knowledge, Abilities, and Skills:

In-depth knowledge of state and federal environmental laws, regulations, and policies, including the Clean Air Act, Clean Water Act, and energy efficiency standards. Expertise in energy systems, renewable energy sources, energy efficiency technologies, and sustainable development practices. Familiarity with environmental protection and natural resource management strategies. Understanding of governmental budgeting processes, grant management, and resource allocation in a public-sector environment. Awareness of current trends in climate change, environmental sustainability, and green technologies. Strong analytical skills to assess data, evaluate programs, and make informed policy recommendations. Excellent leadership, management, and supervisory skills, with the ability to motivate, direct, and develop staff. Outstanding verbal and written communication skills for engaging with diverse stakeholders, including government officials, the public, and industry representatives. Ability to understand and apply complex legal and regulatory frameworks related to energy and environmental policies.

Minimum Qualifications:

A bachelor’s degree in environmental science, energy management, public administration, sustainability, or a related field. A master’s degree in a related field is preferred. Minimum of 5-7 years of professional experience in energy, environmental policy, or public administration, with at least 2-3 years in a supervisory or leadership role.
