Emergency Management Supervisor/Expert

The Emergency Management Supervisor/Expert is responsible for overseeing emergency preparedness, response, recovery, and mitigation efforts within the state. This position supervises a team of emergency management personnel, ensuring that disaster response and recovery operations and preparedness initiatives are executed effectively. The role requires strategic planning, coordination with local, state, and federal agencies, and leadership in emergency situations.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Lead and supervise a team of emergency management professionals, ensuring efficient performance and readiness. Assign and monitor tasks related to emergency response, preparedness, and recovery operations. Ensure compliance with state and federal emergency management regulations. Assist in the development, review, and implementation of emergency management plans. Conduct risk assessments and recommend preparedness measures. Coordinate and oversee disaster drills, training exercises, and emergency simulations. Maintain up-to-date knowledge of best practices in emergency management and disaster mitigation. Supervise response and recovery operations during emergency situations, ensuring resources are deployed effectively. Activate and oversee Emergency Operations Center (EOC) functions during disasters. Ensure effective interagency communication and coordination with state and local emergency management stakeholders. Provide real-time situational awareness assessments and advise leadership on response and recovery strategies. Oversee damage assessments and coordinate with state and federal agencies for disaster recovery funding. Implement post-disaster recovery plans, ensuring affected communities receive necessary aid and assistance. Serve as a liaison between state agencies, local governments, and emergency management stakeholders. Represent the department in meetings, conferences, and public hearings related to emergency management. Oversee emergency management budgets and grant-funded programs. Assist in developing mutual aid agreements with other agencies and jurisdictions. Ensure proper documentation and reporting for emergency response activities. Monitor staff adherence to emergency response protocols and operational procedures. Ensure compliance with FEMA, DHS, and other federal and state regulations

Knowledge, Abilities, and Skills:

Strong knowledge of emergency response protocols, disaster recovery processes, disaster preparedness strategies, and hazard mitigation strategies. Ability to analyze threats and vulnerabilities to recommend preparedness measures. Knowledge of FEMA’s National Incident Management System (NIMS) and Incident Command System (ICS). Proven ability to supervise and lead teams in high-pressure environments. Strong decision-making skills in emergency situations. Ability to delegate responsibilities effectively while maintaining situational control. Excellent verbal and written communication skills for conveying emergency plans and briefings. Strong ability to build relationships with stakeholders, community leaders, and emergency responders. Skilled in public speaking and crisis communication. Ability to manage multiple projects, meet deadlines, and prioritize tasks in emergency situations. Experience with budgeting, grant writing, and program administration for emergency preparedness initiatives. Proficiency in emergency management software, GIS mapping tools, and data analysis.

Minimum Qualifications:

At least three years of experience in emergency management, public safety, disaster response, or a related field, including one year in a leadership capacity. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Completion of FEMA Incident Command System (ICS) and National Incident Management System (NIMS) certification OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
