Emergency Management Manager
The Emergency Management Manager is responsible for planning, coordinating, and directing emergency preparedness, response, recovery, and mitigation efforts within the state. This position plays a critical role in ensuring the state's readiness to handle natural disasters, public safety incidents, and other emergencies. The Emergency Management Manager collaborates with federal, state, and local agencies, as well as community organizations, to develop and implement emergency response, recovery, and preparedness strategies and ensure effective disaster management.

Special Job Requirements:
Typical Functions:
Develop, update, and implement comprehensive emergency management plans for the state. Conduct risk assessments and hazard analyses to identify vulnerabilities and prioritize response efforts. Establish and coordinate training programs and exercises for government agencies and emergency management stakeholders. Ensure compliance with state and federal emergency preparedness regulations. Serve as the lead emergency coordinator during disaster situations, overseeing response and recovery operations. Activate the Emergency Operations Center (EOC) and coordinate interagency efforts. Direct resource allocation, including personnel, equipment, and relief supplies, in response to emergencies. Develop and implement post-disaster recovery plans to assist affected communities. Coordinate damage assessments and apply for federal and state disaster relief funding. Oversee compliance with FEMA, DHS, and other federal agency guidelines for disaster recovery programs. Serve as the primary liaison between state agencies, local governments, and emergency management stakeholders. Represent the agency at conferences, meetings, and public hearings related to emergency management. Manage emergency response budgets and grant-funded programs. Ensure proper documentation, reporting, and compliance with state and federal emergency management standards. Supervise and provide leadership to emergency management staff, ensuring a high level of readiness. Develop and maintain mutual aid agreements with other jurisdictions and agencies.
Knowledge, Abilities, and Skills:
Strong knowledge of emergency response protocols, disaster recovery strategies, disaster preparedness strategies, and hazard mitigation planning. Ability to assess and respond to hazard risks, including natural disasters, public health crises, and security threats. Knowledge of FEMA’s National Incident Management System (NIMS) and Incident Command System (ICS). Proven ability to lead teams under high-pressure situations. Strong problem-solving and critical-thinking skills to make informed decisions during emergencies. Ability to coordinate multi-agency responses and allocate resources effectively. Excellent written and verbal communication skills for drafting reports, emergency plans, and public briefings. Strong interpersonal skills to collaborate with diverse stakeholders, government officials, and community organizations. Ability to present information clearly and confidently during emergency briefings and public meetings. Ability to manage multiple projects, deadlines, and emergency situations simultaneously. Experience with budgeting, grant writing, and program administration related to emergency preparedness. Proficiency in emergency management software, GIS mapping tools, and data analysis.
Minimum Qualifications:
At least four years of experience in emergency management, public safety, disaster response, or a related field, including two years in a leadership capacity.
Required Certificates:
Completion of FEMA Incident Command System (ICS) and National Incident Management System (NIMS) certification OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
