DHS Division Administrator

The DHS Division Administrator is a senior leadership position responsible for overseeing the strategic, operational, and fiscal management of a specific division or office within the Arkansas Department of Human Services. This role ensures alignment with statewide human services goals, adherence to federal and state laws, and the delivery of high-quality services to Arkansas residents. The Division Administrator leads division/office-wide initiatives, manages large teams and budgets, and collaborates with internal and external stakeholders to achieve measurable outcomes.

Special Job Requirements:

Typical Functions:

Provide executive leadership in the administration, planning, and evaluation of a DHS division/office. Develop and implement strategies that support the DHS mission and improve service delivery. Direct the allocation and management of large budgets, grants, and resources in compliance with state and federal requirements. Supervise deputy administrators, senior managers, and program directors, ensuring staff development and performance accountability. Establish goals, performance metrics, and quality assurance processes aligned with outcome-based results. Represent the division/office in legislative sessions, public hearings, and intergovernmental meetings. Collaborate with federal partners, community stakeholders, advocacy groups, and other state agencies to advance service initiatives. Interpret and ensure compliance with complex laws, regulations, and court rulings affecting programs. Lead change management, innovation, and system redesign initiatives to improve access and efficiency. Respond to high-profile incidents, audits, or crises, and provide timely leadership decisions. Ensure transparency, data-driven operations, and client-centered service models.

Knowledge, Abilities, and Skills:

Knowledge of personnel policies and labor laws, strategic planning, and public sector frameworks. Knowledge of state and federal laws and regulations governing human services and public administration, principles of budget management, and program evaluation. Ability to develop partnerships, lead large and diverse teams, act as an executive leader within the organization. Ability to communicate effectively with diverse communities, develop and coordinate financial plans, and make sound decisions under pressure. Skilled in time management, organization, and problem solving.

Minimum Qualifications:

At least seven years of experience in human services, public administration, program management, or a related field, including three years in executive management.
