Developmental Disability Council Director

The Developmental Disability Council Director provides strategic leadership, program oversight, and policy direction for the Arkansas Governor's Council on Developmental Disabilities (GCDD). This role is responsible for ensuring the Council meets its federal mandate under the Developmental Disabilities Assistance and Bill of Rights Act (DD Act) by advancing systemic change, capacity building, and advocacy initiatives that improve the lives of individuals with developmental disabilities across the state. The Director manages staff, budgets, federal grants, and stakeholder engagement activities, while serving as the primary liaison with federal partners, state agencies, advocacy organizations, and individuals with disabilities and their families.

Typical Functions:

Direct the planning, implementation, and evaluation of the Council’s Five-Year State Plan and annual program priorities. Serve as the official liaison with the Administration for Community Living (ACL) and ensure compliance with federal DD Act mandates. Lead, mentor, and supervise Council staff and oversee daily operations, contracts, and grant-funded projects. Ensure meaningful participation of individuals with developmental disabilities and their families in Council programs and decision-making. Facilitate Council meetings, manage member engagement, and oversee appointment coordination in compliance with state and federal guidelines. Oversee grant development, administration, performance monitoring, and fiscal reporting in line with federal and state standards. Develop and maintain strong relationships with local, state, and national disability stakeholders and policymakers. Monitor federal and state policy developments and provide recommendations to the Council regarding advocacy strategies. Promote public awareness and understanding of developmental disabilities through public speaking, training, and media engagement. Ensure transparency, accessibility, and equity in all Council programs and initiatives.

Knowledge, Abilities, and Skills:

Knowledge of Federal Disabilities Association and Bill of Rights Act and related federal laws/regulations. Knowledge of public administration, budget oversight, and public policy development. Ability to develop partnerships, translate research and policy into actionable initiatives, and prioritize competing demands. Ability to communicate effectively with diverse communities and make sound decisions in a high-accountability environment. Skilled in time management, organization, and problem solving. Skilled in public speaking, negotiation, budget management, and navigating complexities..

Minimum Qualifications:

At least four years of experience in civil rights law, fair housing enforcement, regulatory compliance, public administration, or a related field, including two years in a leadership capacity.
