Database Administrator

The Database Administrator (DBA) is the highest-level role within the Database Management series and is responsible for overseeing and managing the state's complex database systems. The DBA ensures the databases are efficiently designed, securely managed, and consistently available for use by various state agencies. This position requires advanced knowledge of database technologies, performance tuning, and disaster recovery. The DBA also plays a key role in ensuring that databases meet the state's data security, backup, and compliance standards.

Typical Functions:

Oversee the design, implementation, and maintenance of the state’s database systems, ensuring they are optimized for performance, availability, and security. Install, configure, and upgrade database management software (e.g., Oracle, SQL Server, MySQL). Monitor database performance and implement performance tuning to ensure optimal database operation. Manage database security, including access controls, data encryption, and compliance with state and federal data protection regulations. Implement and test disaster recovery procedures to safeguard the state’s critical data. Develop and enforce database management policies and procedures. Work with application development teams to ensure seamless integration between database systems and application software. Provide database troubleshooting and support for state agency users, including identifying and resolving database-related issues. Manage database backups and recovery, ensuring that data can be restored in case of hardware or software failure. Provide training and mentorship to junior database staff. Ensure that databases are compliant with state, federal, and industry-specific regulations, including HIPAA, PCI DSS, and other data security laws.

Knowledge, Abilities, and Skills:

Advanced knowledge of database technologies, including relational database management systems (RDBMS) and NoSQL databases. Strong understanding of database design principles, indexing, query optimization, and performance tuning. Expertise in database security best practices, including encryption, access control, and auditing. Proficiency in database management tools and software (e.g., Oracle, SQL Server, DB2, MySQL). Familiarity with scripting and automation tools (e.g., PowerShell, Bash, Python). Knowledge of backup, recovery, and disaster recovery procedures. Ability to work effectively with cross-functional teams, including developers, system administrators, and network engineers. Excellent problem-solving skills, with the ability to analyze and resolve complex database issues. Strong communication skills, both written and verbal, for documenting procedures and training staff.

Minimum Qualifications:

A bachelor’s degree in computer science, information technology, or a related field. Certification in database administration (e.g., Oracle DBA, Microsoft SQL Server, or similar) is preferred. Five years of experience in database administration, including experience with database design, performance tuning, and database security. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
