Data Scientist

The Data Scientist in the State of Arkansas will apply advanced data analysis techniques to solve complex problems and assist in policy decision-making. This role is designed for individuals with advanced skills in machine learning, predictive modeling, and statistical analysis, and it supports state agencies in making data-driven decisions to improve public services. The Data Scientist will work with large datasets, develop algorithms, and collaborate with other state departments to integrate data into decision-making processes.

Typical Functions:

Develop predictive models and machine learning algorithms to analyze large datasets and uncover trends, patterns, and insights. Collaborate with data analysts, developers, and government departments to understand data requirements and deliver actionable solutions. Clean and preprocess data, ensuring data quality and integrity for modeling purposes. Use statistical analysis techniques to provide insights and support policy development for state government programs. Create data-driven reports and visualizations that communicate findings clearly to non-technical stakeholders. Assist in the design and implementation of data collection methodologies, ensuring data is consistent and aligned with the state’s needs. Stay updated with the latest data science trends and technologies, applying new tools to improve analysis and modeling techniques.

Knowledge, Abilities, and Skills:

Proficiency in statistical software, machine learning libraries (e.g., scikit-learn, TensorFlow), and data visualization tools. Strong analytical and problem-solving skills with the ability to work with large, complex datasets. Ability to write clear, detailed reports and present findings effectively to stakeholders Advanced statistical analysis, machine learning algorithms, and data modeling techniques. Data mining, natural language processing, and AI-based predictive modeling. Programming languages such as Python, R, or similar tools for data science. Ability to work independently and as part of a team, with strong collaboration skills. Ability to translate complex data findings into actionable insights for government decision-makers. Ability to manage and analyze big data effectively.

Minimum Qualifications:

Master’s degree in Data Science, Computer Science, or related field; or a Bachelor’s degree in Data Science, Computer Science, or related field plus one year of relevant experience. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
