Criminal Intelligence Supervisor/Expert
The Criminal Intelligence Supervisor/Expert oversees the collection, analysis, and dissemination of criminal intelligence data to support law enforcement agencies across the state. This position is responsible for managing a team of intelligence analysts, ensuring compliance with state and federal regulations, and providing strategic intelligence reports to assist in crime prevention, investigations, and homeland security efforts.

Typical Functions:
The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Supervise and provide guidance to criminal intelligence analysts and investigative support personnel. Assign and monitor workloads, ensuring timely and accurate analysis of criminal intelligence. Ensure adherence to state, federal, and departmental policies related to intelligence gathering and information sharing. Oversee the collection, verification, and analysis of intelligence from various sources, including law enforcement databases, surveillance reports, and public records. Coordinate with local, state, and federal agencies to exchange relevant intelligence on criminal activities and emerging threats. Develop crime trend reports, risk assessments, and strategic briefings for law enforcement officials and policymakers. Assist in the development of investigative strategies by providing data-driven insights into criminal organizations, drug trafficking, cybercrime, terrorism, and other threats. Oversee the preparation of confidential reports that inform decision-making in ongoing investigations. Ensure compliance with criminal intelligence-sharing regulations, including 28 CFR Part 23 and state data privacy laws. Maintain strict confidentiality and integrity when handling sensitive information. Implement cybersecurity protocols to protect criminal intelligence databases and investigative records. Act as a liaison between state agencies, law enforcement, and homeland security partners to enhance intelligence-sharing efforts. Represent the agency at task force meetings, intelligence briefings, and intergovernmental conferences. Provide expert testimony in court proceedings when intelligence analysis is relevant to criminal cases.
Knowledge, Abilities, and Skills:
Strong understanding of criminal intelligence methodologies, crime mapping, and data analysis techniques. Proficiency in law enforcement databases, such as NCIC, ARJIS, and regional intelligence-sharing systems. Ability to assess large datasets, recognize patterns, and develop predictive intelligence reports. Knowledge of geospatial intelligence, cyber threat analysis, and digital forensic investigations is preferred. Proven ability to lead a team of analysts and investigative personnel. Strong decision-making skills to prioritize intelligence tasks and allocate resources efficiently. Ability to remain calm under pressure and provide strategic guidance during criminal investigations. Strong written and verbal communication skills for preparing intelligence reports, briefings, and presentations. Ability to translate complex intelligence findings into actionable recommendations for law enforcement officials. Strong interpersonal skills to foster collaboration between agencies, policymakers, and community stakeholders. Commitment to upholding ethical intelligence practices and safeguarding sensitive information. Strong understanding of privacy laws, civil liberties, and proper use of intelligence data.
Minimum Qualifications:
At least three years of experience in criminal intelligence analysis, law enforcement investigations, or a related field, including one year in a leadership capacity. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
