Construction Supervisor/Expert

The Construction Supervisor/Expert is responsible for overseeing the day-to-day operations of a construction site, ensuring that work is completed according to project specifications, within budget, and on schedule. This role requires advanced knowledge of construction techniques, safety practices, and regulatory requirements, and it includes supervising construction crews and coordinating activities between different trades and subcontractors.

Typical Functions:

The assignment of supervisory duties is determined by the hiring agency’s operational needs. Non-supervisory roles will serve as senior technical experts. Supervise and coordinate construction crews, ensuring that work is completed in accordance with design specifications, safety standards, and local building codes. Monitor and track project progress, ensuring milestones and deadlines are met. Resolve issues related to work quality, schedule delays, or safety concerns on-site. Maintain daily logs of construction activities, including labor, materials, and equipment usage. Ensure compliance with safety regulations and conduct regular site inspections to minimize accidents. Liaise with project managers, architects, engineers, and subcontractors to ensure smooth coordination of activities. Review and approve subcontractor work to ensure quality and adherence to contract terms. Provide technical support and mentorship to junior staff and tradespeople on-site.

Knowledge, Abilities, and Skills:

Advanced knowledge of construction techniques, tools, materials, and equipment. Expertise in construction safety protocols and OSHA regulations. Strong leadership skills with the ability to manage teams and contractors. Ability to read and interpret construction blueprints, plans, and specifications. Excellent organizational and time-management skills. Strong problem-solving abilities, especially in resolving on-site issues. Effective communication skills for coordinating between different teams and reporting to project managers. Experience with state or public-sector construction projects is highly desirable.

Minimum Qualifications:

Associate’s degree in construction management, civil engineering, or a related field, or equivalent work experience preferred. Minimum of five years of experience in construction, with at least three years in a supervisory or expert role. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
