Chief Information Officer III

The Chief Information Officer III is a senior leadership role responsible for directing, managing, and advancing the information technology (IT) strategy, operations, and policies of a large state department/agency. The Chief Information Officer III will oversee the IT landscape across the department/agency ensuring that technology enables the delivery of public services, improves operational efficiency, and supports broader strategic goals.

Typical Functions:

Lead the development and execution of comprehensive IT strategy, ensuring it aligns with the long-term vision and policy priorities. Establish and enforce IT governance structures, policies, and frameworks that ensure all systems are compliant with regulatory standards, secure, and consistently meet performance and reliability benchmarks. Manage IT risk management strategies, including cybersecurity, data privacy, and compliance with state and federal laws. Drive the adoption and integration of innovative technologies to enhance operations, improve service delivery, and address the needs of Arkansas residents. Lead the exploration and implementation of technologies such as artificial intelligence, cloud computing, data analytics, and automation. Oversee the development and implementation of state-of-the-art cybersecurity measures to protect state data and IT infrastructure from external and internal threats. Ensure that systems are resilient, secure, and aligned with national best practices and standards. Act as a liaison between IT and non-technical departments, translating technology strategies into actionable business solutions. Oversee and ensure the successful implementation of large-scale, department/agency-wide IT projects. This includes managing project timelines, resources, and budgets, and ensuring alignment with broader government objectives. Address challenges and risks to ensure projects are delivered on time and within budget. Develop, manage, and optimize the IT budget for the department/agency. Allocate resources to ensure strategic IT initiatives are adequately funded while maintaining fiscal responsibility. Identify cost-saving opportunities and continuously assess the effectiveness of IT investments. Lead and manage the IT team, fostering a high-performance culture based on continuous improvement and innovation. Lead the organization through periods of change as the state embraces new technologies, systems, and ways of working.

Knowledge, Abilities, and Skills:

Exceptional leadership skills with a demonstrated ability to lead cross-functional teams, manage complex IT initiatives, and drive organizational change. Experience in managing large, diverse teams and developing a culture of high performance and continuous improvement. Ability to develop and implement long-term technology strategies that align with the state’s broader goals. A deep understanding of how technology can drive business transformation, improve government operations, and serve the public. Advanced knowledge of cybersecurity best practices, risk management strategies, and data protection protocols. Experience in developing and executing state-level cybersecurity strategies and ensuring compliance with regulatory frameworks. Strong project management experience, particularly with large-scale, multi-departmental projects. Familiarity with project management methodologies (e.g., Agile, Waterfall) and the ability to ensure that projects are delivered on time, within budget, and with stakeholder satisfaction. Experience in managing large IT budgets, identifying cost-effective solutions, and allocating resources efficiently. Strong understanding of financial management principles within a government context. Excellent verbal and written communication skills. Strong analytical and problem-solving skills, with the ability to make informed, data-driven decisions in high-pressure situations. Ability to balance competing priorities and make strategic decisions with limited information. Expertise in leading organizations through technological and organizational change.

Minimum Qualifications:

A Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field is required, plus nine (9) years of experience in IT management, including experience in system administration, project management, and team leadership.
