Chief Information Officer II

The Chief Information Officer II is a senior leadership role responsible for guiding and managing the comprehensive information technology (IT) strategy and infrastructure of a medium size department/agency. This position plays a crucial role in developing, implementing, and overseeing the state's IT policies, technology initiatives, and digital transformation efforts to ensure that technology is utilized effectively to support government operations and enhance public services.

Typical Functions:

Develop and execute a forward-looking IT strategy that aligns with the state’s goals, ensuring that technology enables business transformation, enhances public service delivery, and supports the state’s digital priorities. Lead the development of IT governance frameworks, policies, and procedures that ensure standardization, consistency, and compliance. Drive the adherence to governance standards and regulatory compliance (state, federal, and industry-specific). Manage and continuously improve the core IT infrastructure, including networks, servers, cloud-based systems, data management platforms, and enterprise applications. Ensure that infrastructure is scalable, resilient, and optimized for cost-effectiveness and performance. Oversee the successful delivery of large-scale IT projects and ensure that projects are delivered on time, within budget, and meet the specified goals. Lead initiatives to incorporate emerging technologies (AI, cloud, IoT, data analytics) into the department/agency’s IT landscape Oversee the design and implementation of robust cybersecurity programs to protect the state’s IT infrastructure, systems, and sensitive data from threats. Collaborate with cybersecurity professionals to ensure comprehensive risk management strategies are in place. Develop, manage, and oversee the IT budget for the department/agency. Allocate resources appropriately, track spending, and ensure that financial resources are used effectively to meet strategic IT goals. Recommend cost-effective IT solutions without compromising quality or security. Lead, mentor, and manage a large team of IT professionals across various functional areas.

Knowledge, Abilities, and Skills:

Ability to think strategically and create a long-term vision for the state’s IT landscape, including emerging technologies and digital transformation. Experience aligning technology strategies with government-wide goals and objectives. Strong understanding of IT governance, regulatory compliance, and risk management principles. Experience in developing and enforcing policies, procedures, and frameworks that ensure standardization and compliance across state agencies. In-depth understanding of cybersecurity practices, policies, and tools. Proven ability to oversee and enhance IT security programs, ensuring the protection of sensitive data and systems from cyber threats. Expertise in overseeing large-scale, complex IT projects. Knowledge of project management methodologies (e.g., Agile, Waterfall) and the ability to deliver projects on time, within budget, and with stakeholder satisfaction. Experience in managing IT budgets, allocating resources effectively, and tracking spending. Ability to make cost-effective decisions while ensuring high-quality service delivery. Strong analytical and problem-solving skills. Ability to make data-driven decisions under pressure and handle difficult situations with a level head.

Minimum Qualifications:

A Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field is required, plus eight (8) years of experience in IT management, including experience in system administration, project management, and team leadership.
