Chief Fiscal Officer II

The Chief Fiscal Officer II (CFO II) is a senior executive role within large department that is responsible for overseeing the department's financial strategy, operations, budgeting, accounting, and fiscal policy at a highly strategic level within the State of Arkansas. This position will directly impact the department's financial health, guiding senior leadership in complex financial decision-making, and ensuring compliance with state and federal financial regulations. As a key member of the department's leadership team, the CFO II will provide expert financial insight, managing large-scale budgets and driving financial planning initiatives that align with the department's mission and strategic goals.

Typical Functions:

Develop, implement, and oversee the department’s long-term financial strategies to ensure the sustainability and alignment of fiscal goals with the department’s mission. Advise senior leadership on strategic financial decisions and provide expertise in resource allocation, capital planning, and financial risk management. Lead the preparation, review, and execution of the department’s multi-year budget. Ensure budget allocations align with departmental priorities, and oversee the monitoring of budget performance across all divisions. Ensure compliance with Arkansas state budget processes and governmental financial reporting requirements. Provide in-depth financial analysis, including forecasting, financial modeling, and scenario planning. Offer insights into future fiscal needs, potential risks, and opportunities for cost optimization. Guide senior management in understanding and addressing financial performance issues. Ensure timely and accurate financial reporting in compliance with Arkansas state laws and regulations. Prepare detailed financial reports for internal and external stakeholders, including state agencies, auditors, and government officials. Ensure adherence to financial reporting standards and recommend improvements to streamline reporting processes. Ensure all fiscal processes within the department comply with state laws, government standards, and best practices in financial management.

Knowledge, Abilities, and Skills:

Deep understanding of financial management principles, budgeting, forecasting, financial analysis, and risk management within the context of state government operations. Strong ability to manage large-scale budgets and complex financial systems. Strong analytical and strategic thinking skills, with the ability to foresee financial risks, opportunities, and trends. Demonstrated ability to develop financial strategies that align with departmental goals and drive organizational success. High level of accuracy and attention to detail in financial analysis, budgeting, and reporting. Ability to manage complex financial data and ensure compliance with applicable laws and standards. Ability to assess complex financial situations, identify potential issues, and devise practical and effective solutions. Skilled at troubleshooting financial systems and processes to improve efficiency.

Minimum Qualifications:

A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is required, plus seven (7) years of experience in financial management, budgeting, or accounting.
