CDL Examiner Supervisor/Expert

The CDL Examiner Supervisor/Expert is responsible for overseeing the administration of Commercial Driver License (CDL) knowledge and skills testing within a designated region or across multiple testing sites. This supervisory role ensures compliance with all Arkansas and federal Department of Transportation (DOT) regulations and policies. The incumbent manages examiner staff, oversees scheduling, conducts quality assurance reviews, and may perform direct examination duties when necessary.

Typical Functions:

Supervise CDL Examiners to ensure efficient, accurate, and safe administration of CDL knowledge and skills tests in compliance with state and federal guidelines. Coordinate test site staffing, schedules, and examiner assignments across one or more geographic areas. Conduct regular quality control checks and examiner audits to maintain testing integrity and compliance with FMCSA and Arkansas regulations. Monitor examiner performance, provide feedback, and conduct training or retraining as necessary. Handle public inquiries, complaints, or testing disputes professionally and in accordance with agency protocol. Assist in the development and updating of policies, procedures, and training manuals related to CDL testing. Oversee site readiness and ensure test environments meet required safety and operational standards. Prepare and submit reports, including examiner activity logs, route reviews, audit findings, and incident reports. Perform CDL examinations (knowledge and skills) as needed to support scheduling demands or fill gaps in examiner availability. Collaborate with the Arkansas State Police, Office of Motor Vehicle, and other relevant agencies to ensure legal and regulatory alignment. Ensure data is entered accurately into CDLIS and related recordkeeping systems. Uphold ethical testing practices and prevent fraud, favoritism, or conflict of interest.

Knowledge, Abilities, and Skills:

Knowledge of Arkansas CDL testing policies, FMCSA guidelines, and 49 CFR Part 383 and 384 regulations. Knowledge of vehicle inspection procedures, air brake systems, basic vehicle control, and on-road driving evaluation methods. Knowledge of supervisory principles, including scheduling, coaching, and performance management. Knowledge of recordkeeping procedures and reporting protocols related to CDL issuance and testing compliance. Knowledge of safety procedures and protocols for test environments involving large commercial vehicles. Knowledge of federal and state laws pertaining to driver licensing, public safety, and privacy of driver records. Skilled in leading and motivating a geographically distributed workforce. Skilled in planning and organizing testing schedules and personnel resources efficiently. Skilled in conducting fair and objective road, vehicle, and skills tests. Skilled in communicating clearly and professionally with examiners, applicants, and agency partners. Skilled in using software systems for test tracking, reporting, and recordkeeping. Skilled in problem-solving in high-pressure situations or during applicant disputes. Ability to plan and prioritize work to meet deadlines and maintain consistent service quality. Ability to apply CDL testing criteria consistently across diverse applicant scenarios. Ability to interpret and implement changes in federal and state CDL policies and procedures. Ability to manage conflicts and resolve complaints with professionalism and impartiality. Ability to train and assess staff to ensure uniform, high-quality examination practices. Ability to safely operate Class A vehicles during testing or training demonstrations. Ability to ensure confidentiality of applicant information and test documentation.

Minimum Qualifications:

At least two years of experience in motor vehicle licensing, customer service, regulatory compliance, or a related field, including six months in a leadership role. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must possess and maintain a valid Arkansas Class A Commercial Driver License (CDL) with all required endorsements applicable to the types of vehicles tested. Must meet and maintain all Federal Motor Carrier Safety Administration (FMCSA) and Arkansas State Police (ASP) requirements for CDL examiner certification, including medical qualifications and background checks. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
