Budget Specialist
The Budget Specialist plays a key role in the financial management and budgeting processes of state government departments. This position involves supporting the development, analysis, and monitoring of the department budget, ensuring that allocated funds are used efficiently and effectively. The Budget Specialist works closely with department leaders and other financial staff to provide accurate and timely budget information, analyze spending patterns, and ensure compliance with state policies and regulations.

Typical Functions:
Assist in the preparation and formulation of the state budget by gathering, analyzing, and compiling financial data from various departments and agencies. Collaborate with department managers to understand their budget needs and provide guidance on budget constraints and priorities. Help develop budget proposals by reviewing historical financial data, projecting future needs, and ensuring alignment with state fiscal policies and goals. Prepare detailed budget reports and presentations for review by government leadership. Provide regular reports to management on job progress, equipment maintenance, staffing, and departmental performance metrics. Analyze budgetary trends, expenditures, and revenue forecasts to ensure alignment with the approved budget. Identify and flag discrepancies between budgeted and actual expenditures, making recommendations for corrective actions. Track departmental spending, monitoring for compliance with the budget and ensuring that financial operations stay within allocated amounts. Compile and maintain records related to budgeting, expenditures, and other financial data for transparency and audit purposes. Assist in the preparation of quarterly or annual financial reports, ensuring compliance with state regulations and policies. Maintain comprehensive documentation to support budget-related decisions and audits.
Knowledge, Abilities, and Skills:
Strong ability to analyze complex financial data, identify trends, and develop actionable insights. Ability to assess budgetary performance, recognize discrepancies, and recommend corrective actions. Competence in forecasting and projecting future financial needs based on current and past trends. Excellent attention to detail to ensure accurate budget preparation, analysis, and reporting. Ability to maintain consistency in financial documentation and ensure compliance with financial regulations. Knowledge of state and federal financial regulations, budgetary rules, and financial reporting standards. Understanding of the government budgeting process, including revenue forecasting, fund allocation, and cost management. Familiarity with state government procedures for auditing and ensuring fiscal compliance.
Minimum Qualifications:
A bachelor’s degree in accounting, finance, business administration, economics, or a related field is required. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
