Typical Functions:

Lead and oversee comprehensive examinations of financial institutions, focusing on high-risk areas such as Capital adequacy, Asset quality, Management practices, Earnings, Liquidity, and Sensitivity to market risks (CAMELS framework), or specialty areas such as Trust and/or Information Systems. Develop and execute examination plans tailored to the unique characteristics of each financial institution. Analyze complex financial statements, risk models, and regulatory compliance reports to identify systemic risks or emerging issues. Prepare detailed, high-level examination reports, presenting findings, recommendations, and required corrective actions. Collaborate with financial institution executives and boards to discuss examination results and strategies for risk mitigation. Collaborate with other regulatory authorities, legal teams and a variety of personnel to address enforcement actions and promote compliance. Act as subject matter expert on financial institution regulations, providing insights and guidance on emerging trends and industry developments. Act as a subject matter expert in specialized areas such as cybersecurity, anti-money laundering, or credit risk. Provide leadership, mentorship, guidance, and training to an assigned team of entry-level and mid-career examiners. Represent the regulatory agency in interagency meetings, public hearings, industry conferences, or special task forces. Stay abreast of changes in regulatory frameworks, industry trends, and financial innovation.

Knowledge, Abilities, and Skills:

Exceptional analytical and problem-solving skills, with the ability to interpret complex financial information. In-depth knowledge of banking laws, regulations, and financial principles. Strong leadership and interpersonal skills for managing teams and collaborating with a variety of assorted personnel. Outstanding written and verbal communication skills, with the ability to present technical findings to both technical and non-technical audiences. High adaptability to changing regulatory landscapes and financial industry innovations. Ability to manage processes and administrative functions. Ability to work in a team environment. Ability to travel routinely for on-site examinations and training.

Minimum Qualifications:

A bachelor’s degree in accounting, finance, business administration, economics, or a related field, or a specialized bachelor’s degree related to the specialty bank examination fields of Information Systems and/or Trust. Coursework should include at least 24 semester hours in business-related subjects such as accounting, finance, marketing, economics, mathematics, or statistics, with a preferred qualification that at least 6 semester hours are in accounting. Minimum of 9 years of experience in accounting, auditing, or financial analysis, such as reviewing loan applications or analyzing financial data. A preferred qualification includes professional certifications in bank examination-related fields. Extensive experience in evaluating financial data, regulatory compliance, and risk management strategies. Demonstrated expertise in handling complex examinations and providing strategic recommendations. Prior experience in mentoring or supervising junior team members. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
