ASP Trooper 1st Class

The ASP Trooper 1st Class is an experienced law enforcement officer who is responsible for enforcing state laws, ensuring public safety, conducting criminal investigations, and providing high-level support in law enforcement operations. This second-tier position is designed for experienced troopers with a demonstrated proficiency in patrol operations, investigative duties, and emergency response. Troopers at this level will be expected to take on greater autonomy, supervise junior officers, and engage in more complex and high-risk situations.

Typical Functions:

Perform advanced patrol duties across assigned geographic areas, responding to emergency calls, accidents, criminal activity, and public safety concerns. Conduct traffic enforcement and investigate traffic collisions, including serious injury or fatal accidents. Enforce state and federal laws, particularly related to DUI enforcement, drug interdiction, and criminal activity. Provide back-up and leadership during critical incidents, such as high-speed chases, tactical operations, or public disturbances. Supervise and mentor junior officers (Trooper I or recruits), providing guidance on tactics, decision-making, and adherence to agency procedures. Participate in field training and serve as a role model for officer conduct, ensuring compliance with established protocols. Lead specialized initiatives, such as crime prevention programs, DUI checkpoints, or speed enforcement operations. Provide feedback and assessments on the performance of subordinate officers and contribute to training evaluations. Conduct preliminary criminal investigations, including drug-related offenses, theft, and violent crimes, gathering evidence, interviewing witnesses, and preparing reports. Secure and process crime scenes, ensuring proper collection, documentation, and chain of custody for evidence. Assist in investigating complex crimes and collaborate with detectives, special units, or external agencies when needed. Conduct follow-up investigations and serve as a liaison between officers and legal teams in building cases for prosecution. Provide first responder services in emergency medical situations, including performing CPR, first aid, and other emergency techniques. Lead response efforts for high-risk situations, including active shooter incidents, hostage rescues, or natural disasters. Manage crowd control operations during public events, protests, or large gatherings, ensuring safety and order. Serve as a critical team member during multi-agency tactical operations and interagency collaboration. Establish and maintain positive relationships with community members and local organizations to enhance public safety initiatives and problem-solving efforts. Participate in outreach programs to improve community trust, including school visits, public safety seminars, and neighborhood watch programs. Use communication skills to de-escalate tense situations, fostering community cooperation with law enforcement. Complete and review incident reports, arrest documents, and court filings, ensuring accuracy and compliance with legal standards. Maintain and submit accurate records of case files, evidence handling, and daily activities. Testify in court hearings and trials as needed, presenting evidence and delivering testimony in a clear and concise manner. Adhere to agency policies, procedures, and ethical standards in all interactions and investigations.

Knowledge, Abilities, and Skills:

In-depth knowledge of criminal and traffic law, including investigative procedures, vehicle stops, and accident investigations. Expertise in handling and documenting evidence, performing field sobriety tests, and operating specialized law enforcement equipment. Proficiency in defensive tactics, firearms handling, and emergency vehicle operations. Strong investigative skills for interviewing suspects, gathering evidence, and compiling case files. Excellent communication and negotiation skills for working with the general public, suspects, and fellow officers. Strong conflict resolution and de-escalation techniques. Ability to work well in crisis conditions.

Minimum Qualifications:

Minimum of four and a half years as an ASP Trooper. Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.

Required Certificates:

Must be certified as a Law Enforcement Officer by the State of Arkansas in accordance with ACA 12-9-106. Must possess a valid Arkansas driver’s license. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
