ASP Lieutenant

The ASP Lieutenant is a mid-level supervisory officer responsible for overseeing law enforcement operations, supervising personnel, and ensuring public safety. This role provides leadership, operational guidance, and administrative oversight within a designated division or unit. The Lieutenant serves as a key link between command staff and frontline officers, ensuring that law enforcement policies and procedures are effectively implemented.

Special Job Requirements:

Typical Functions:

Direct, supervise, and evaluate Sergeants, Officers, and support personnel. Ensure compliance with departmental policies, state laws, and law enforcement regulations. Oversee daily operations within assigned units, such as patrol, investigations, or special operations. Provide guidance, mentorship, and training to subordinate officers. Serve as the acting commander in the absence of a Captain or higher-ranking official. Plan and coordinate law enforcement activities, including patrol deployment, criminal investigations, and tactical responses. Respond to and supervise critical incidents, high-risk situations, and emergency calls. Serve as the incident commander during major emergencies, special operations, or crisis situations. Ensure the proper execution of arrests, search warrants, and crime scene investigations. Collaborate with local, state, and federal agencies on multi-jurisdictional operations. Conduct performance evaluations, disciplinary actions, and personnel assessments. Implement training programs to enhance officer skills in tactical response, investigations, and community policing. Ensure officers maintain proficiency in firearms, defensive tactics, and crisis intervention techniques. Foster a culture of accountability, integrity, and ethical policing. Build and maintain positive relationships with community leaders, organizations, and stakeholders. Assist in developing public safety initiatives and crime prevention programs. Represent the department at community meetings, press briefings, and legislative hearings. Address citizen concerns and provide guidance on law enforcement matters. Prepare reports, case summaries, and operational briefings for command staff. Ensure officers adhere to policies regarding use of force, procedural justice, and officer conduct. Conduct internal reviews and audits to assess operational effectiveness and compliance. Assist in budget planning, resource allocation, and strategic decision-making.

Knowledge, Abilities, and Skills:

Comprehensive knowledge of criminal law, law enforcement procedures, investigative techniques, and emergency response operations. Proficiency in supervising field operations, managing crime scenes, and conducting investigations. Ability to analyze intelligence reports, risk assessments, and security threats to inform decision-making. Knowledge of law enforcement technology, data systems, and reporting tools. Excellent communication and negotiation skills for working with agencies, officials, and the public. Ability to work well in crisis conditions.

Minimum Qualifications:

Minimum of two years of law enforcement experience as a Sergeant.

Required Certificates:

Must be certified as a Law Enforcement Officer by the State of Arkansas in accordance with ACA 12-9-106. Must possess a valid Arkansas driver’s license. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
