The ASP Captain is a mid-to-senior level command officer responsible for overseeing multiple divisions, managing personnel, ensuring operational effectiveness, and enforcing state laws. The ASP Captain provides strategic leadership, supervises officers, and coordinates law enforcement efforts to maintain public safety.

Typical Functions:
Direct, supervise, and evaluate Lieutenants, Sergeants, and other law enforcement personnel. Oversee the daily operations of assigned units, ensuring policy compliance, efficiency, and effectiveness. Assist in developing and implementing department policies, operational strategies, and crime prevention programs. Act as a liaison between executive leadership, field officers, and external agencies. Promote a culture of accountability, ethical conduct, and professionalism within the agency. Plan, coordinate, and supervise law enforcement operations, criminal investigations, and emergency response efforts. Monitor crime trends, intelligence reports, and security threats, adjusting strategies as needed. Act as an incident commander for major emergencies, large-scale investigations, and special operations. Ensure the proper deployment of officers, resources, and tactical units for optimal efficiency. Collaborate with state, federal, and local agencies on joint law enforcement initiatives. Oversee staff scheduling, resource allocation, and performance evaluations. Ensure officers receive proper training in law enforcement procedures, crisis intervention, and community policing. Lead professional development programs, mentorship initiatives, and promotional assessments. Handle internal investigations, disciplinary actions, and officer wellness programs. Build positive relationships with community leaders, local officials, and stakeholders. Represent the agency at public events, press briefings, and legislative meetings. Develop community-oriented policing strategies to foster public trust and transparency. Address public safety concerns and implement crime prevention initiatives. Ensure all officers comply with state and federal laws, departmental policies, and ethical standards. Oversee internal audits, compliance reports, and risk management procedures. Maintain proper documentation and reporting of investigations, incidents, and personnel actions. Evaluate and update use-of-force policies, officer conduct guidelines, and response protocols.
Knowledge, Abilities, and Skills:
Advanced knowledge of criminal law, law enforcement procedures, investigative techniques, and emergency response operations. Proficiency in strategic planning, policy development, and regulatory compliance. Ability to analyze intelligence reports, risk assessments, and security threats to inform decision-making. Knowledge of law enforcement technology, data systems, and reporting tools. Excellent communication and negotiation skills for working with agencies, officials, and the public. Ability to work well under high-pressure conditions.
Minimum Qualifications:
Minimum of one year of law enforcement experience as a Lieutenant.
Required Certificates:
Must be certified as a Law Enforcement Officer by the State of Arkansas in accordance with ACA 12-9-106. Must possess a valid Arkansas driver’s license. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
