Agriculture Division Administrator

The Agriculture Division Administrator is the highest-level leadership position within the division and is responsible for overseeing, directing, and implementing agricultural policies, programs, and regulations at the state level. This role ensures that state agricultural initiatives align with federal and state laws, industry best practices, and the needs of Arkansas's agricultural economy.

Typical Functions:

Develop and implement statewide agricultural policies and programs that support industry growth and sustainability. Monitor federal and state regulations to ensure compliance and recommend legislative or administrative updates. Establish long-term strategic goals for the division, aligning initiatives with state agricultural priorities. Provide leadership in resource management, policy execution, and enforcement of state agricultural regulations. Direct and manage agriculture-related programs, including crop production, animal health, food safety, environmental conservation, and agribusiness development. Ensure regulatory compliance with state and federal agricultural laws, permits, and licensing requirements. Oversee risk management strategies for agricultural hazards, including disease outbreaks, droughts, and market disruptions. Evaluate program effectiveness and recommend improvements to enhance efficiency and service delivery. Develop and manage the division’s budget, funding allocations, and financial reporting. Identify grant opportunities, federal funding, and partnership programs to support agricultural initiatives. Oversee resource allocation, procurement, and workforce planning to optimize operational efficiency. Serve as a liaison between the state and federal government, agricultural industry, farmers, policymakers, and the public. Represent the division in legislative hearings, industry meetings, and public forums. Address public concerns, industry challenges, and policy questions through transparent communication and outreach. Supervise and mentor division staff, managers, and field personnel to ensure alignment with state goals.

Knowledge, Abilities, and Skills:

Expert knowledge of Arkansas agriculture, forestry, natural resources, and environmental regulations. Understanding of state and federal agricultural policies, grants, and funding mechanisms. Familiarity with livestock health, crop management, food safety, forest management, and rural development programs. Ability to interpret scientific data, market trends, and economic reports related to agriculture. Ability to develop strategies, lead teams, and make informed policy decisions. Strong ability to present information clearly to government officials, industry stakeholders, and the public. Capable of responding to agricultural crises such as disease outbreaks, droughts, and regulatory challenges. Ability to mediate disputes between agricultural businesses, regulatory agencies, and advocacy groups.

Minimum Qualifications:

At least five years of experience in agricultural policy, regulatory enforcement, environmental management, or a related field, including at least three years in a leadership capacity.
