Adult Public Guardian Administrator

The Adult Public Guardian Administrator provides leadership and operational oversight for the Office of Public Guardian, ensuring effective guardianship services for incapacitated adults who have no family or appropriate individuals to serve in this role. The Administrator directs staff, manages court-related activities, ensures compliance with legal requirements, and upholds ethical standards in guardianship practices across the State of Arkansas. The role involves supervision of Public Guardian Representatives and support staff, coordination with courts, attorneys, health providers, and service agencies, and oversight of client case management to ensure the well-being, protection, and rights of vulnerable adults under public guardianship.

Typical Functions:

Oversee the administration, planning, and delivery of public guardianship services for adults across the state. Supervise Public Guardian Representatives and administrative staff, providing leadership, performance monitoring, and support. Ensure compliance with all applicable state laws, court orders, policies, and professional guardianship standards. Represent the Office of Public Guardian in legal matters, including testimony in court proceedings and coordination with attorneys. Manage caseload assignment and monitor the quality and timeliness of guardian services provided by staff. Develop and maintain collaborative relationships with courts, legal entities, state agencies, healthcare providers, and advocacy organizations. Maintain accurate documentation, reporting, and records for guardianship cases in accordance with state and federal guidelines. Provide training, mentorship, and professional development for guardianship staff. Monitor budget allocations, expenditures, and resources used to ensure fiscal responsibility and service efficiency. Conduct outreach and education to promote understanding of guardianship services and identify community needs.

Knowledge, Abilities, and Skills:

Knowledge of Arkansas Probate Code, principles of public guardianship, client advocacy and case management. Knowledge of adult protective services, social service systems, and behavioral health. Knowledge of court systems and legal procedures related to incapacity and guardianship. Ability to develop partnerships, lead large and diverse teams, interpret legal documentation. Ability to communicate effectively with diverse communities, remain ethical and uphold confidentiality, and make sound decisions on behalf of incapacitated clients. Skilled in time management, organization, and problem solving. Skilled in public speaking, conflict resolution, and technical/legal writing.

Minimum Qualifications:

At least five years of experience in human services, legal services, public administration, or guardianship, including two years in a leadership capacity.
